John April “Jap” A. Limco

2026 Local President

As representative of the local organization, Pres. Jap leads the Board and General Membership in implementing our GO BIG Strategic Plan, ensuring every project creates clear leadership opportunities and real impact in Palawan communities.

Bernie Barbas

IPP Bernie serves as an adviser and continuity keeper, helping the current Board build on past gains while mentoring new leaders stepping into key roles.

Ace Barone

VP Ace focuses on member experience and development, from onboarding and trainings to engagement and retention initiatives.

Local Secretary

Joven Lloyd Hermano

Sec. Joven oversees documentation, minutes, and key records, helping the chapter maintain transparency and institutional memory.

Joshua Baranda

Supporting the President, EVP Joshua coordinates with all directorates, making sure programs across membership, partnerships, and community action are aligned and well-resourced.

External Vice President

Joaquin Ortega

VP Joaquin builds and nurtures relationships with partners—LGUs, schools, MSMEs, NGOs, and other organizations—to multiply the reach of our programs.

Local Treasurer

Kurt Lee Aquino

Treas. Kurt leads the finance team in building a transparent, sustainable financial structure that can support bigger and more impactful projects.

  • Director: Vincent Lou Adlain

    Develops and executes comprehensive strategies to recruit new members, retain existing ones, and create meaningful engagement experiences.

  • Director: Maurice Philip Albayda

    Designs and coordinates JCI-certified training programs, leadership development tracks, and specialized certification courses that prepare members for advancement in regional, area, and national JCI positions.

  • Director: John Villon

    Manages the strategic pursuit of JCIPEA Platinum certification, coordinates all award submissions for maximum recognition, and implements performance tracking systems that demonstrate organizational excellence.

  • Director: Manuel Bernardino III

    Establishes automated reporting mechanisms, digital communication platforms, and data management systems that ensure 100% compliance with JCI requirements while streamlining organizational operations.

External Affairs

  • Director:

    Negotiates and maintains strategic alliances with government units, academic institutions, and industry associations that advance organizational goals and create sustainable revenue opportunities.

  • Director: Water O’ Neil De Leon

    Coordinates venue management, event planning, transportation arrangements, and resource allocation for all organizational activities while maintaining cost efficiency and quality standards.

    Develops and executes community impact projects that create measurable positive outcomes for beneficiaries while aligning with local development priorities and JCI Mission.

  • Director: Francis Kiko Polizon

    Conducts community needs assessments, measures project effectiveness through data collection, and provides evidence-based recommendations for program improvement and strategic decision-making.

Communications

  • Director: Moises Casimiro

    Manages all external communications including media relations, stakeholder correspondence, and public messaging that enhances JCI Puerto Princesa Oil's reputation and visibility.

  • Director: Carl Daluz

    Maintains regulatory compliance documentation, proof of project implementation, and organizational archives while ensuring timely distribution to relevant parties.

  • Director:

    Creates multimedia content, manages social media presence, develops marketing materials, and ensures brand consistency across all platforms to attract new members and partners.

Finance

  • Director:

    Generates diversified revenue streams through professional training programs, consulting services, and entrepreneurial ventures to achieve annual revenue target.

  • Director:

    Secures corporate sponsorships, manages sponsor relationships, and develops mutually beneficial partnership agreements that provide sustainable funding for organizational initiatives.

Members can start by volunteering on a project team, move on to become project chairs and directors, and eventually serve as local officers and President.​

At each stage, we provide training, mentorship, and feedback so that leadership growth is transparent, structured, and merit-based.
