The Presidents’ Circle is our way of honoring the men and women who have served as President of JCI Puerto Princesa Oil since its founding in 1975.
During their term, each president led volunteers, partnered with institutions, and navigated challenges to keep our mission alive and our chapter sustainable.
Today, many of them continue to mentor new leaders, provide guidance to the Board, and support key projects as advisers and champions.

Cpt. Tomas P. Timbangcaya
Meet our Charter President (1975-77)
Every great legacy begins with a single act of leadership. For JCI Puerto Princesa Oil, that foundation was laid in 1975 by our Charter President, Cpt. Tomas P. Timbancaya.
As a man of discipline and vision, Cpt. Timbancaya transitioned from a "Captain of Infantry" to a "Captain of Industry and Civic Service," bringing military-grade precision to the birth of our local organization.
Before leading the "Oil Jaycees," Cpt. Timbancaya was a decorated hero of the Palawan Special Battalion during WWII. His military background instilled the core values that still drive us today:
Organizational Discipline: He utilized strategic planning to execute impactful civic projects.
The JCI Creed: He was the first to weave the philosophy of "service to humanity" into our local DNA.
A Bridge of Generations: He connected the heroic resilience of the 1940s with the professional aspirations of the modern era.
Cpt. Timbancaya didn’t just start a club; he built a "rig" designed to drill for the most valuable resource in Palawan: leadership potential. Under his term, JCI Puerto Princesa Oil established the robust culture that eventually allowed us to become the "mother chapter" in JCI Palawan Region, fueling the growth of other local organizations like JCI Puerto Princesa Peacock.
Today, we continue to honor his memory by pushing ourselves out of our comfort zones to become the leaders our community needs.
